From Africa to Europe, up to Asia and right down to the Americas, its FLOOD.
What happened to the Kyoto agreement? Who and which government is holding that all-important agreement from being ratified and implemented to save us all from drowing?

Now that the effects of the gasses the Kyoto Conference aimed to reduce has started manifesting (in form of floods) around the world, what should be done to anyone or government that is still refusing to ratify the Kyoto accord?

How true is it that the greatest democracy in the world (America) is the one nation refusing to ratify the nature-saving accord?
Besides America, which other country is also holding back and why?
