An unidentified team of uniformed personnel alleged to be mobile policemen yesterday abducted and whisked away the Anambra State governor, Dr. Chris Ngige, to an unknown destination.

The team, alleged to have been led by an Assistant Inspector-General of Police (AIG), wearing the name tag of Raphael Ige, was said to have forced its way into the governor’s office in Awka, the state capital at about 10 a.m. yesterday.

The chief press secretary to the governor, Mr. Chuks Akunna, who confirmed the incident to Daily Trust in a telephone conversation yesterday, disclosed that the deputy-governor, Mr. Okey Udeh, has already taken over the affairs of the state as acting governor.

The governor’s spokesman who said he narrowly escaped being abducted, disclosed that the crack team arrived the Government House, Awka, at about 10 a.m. and disarmed all security details attached to Dr. Ngige.

"After that, they held Dr. Ngige hostage for more than three hours after which they took him away," Mr. Akunna further said.

He said the governor was abducted in a green 406 Peugeot salon car without any registration number escorted by a Mazda pick-up van with more than 20 mobile policemen in it.

Dr. Ngige’s spokesman alleged that the team came to Awka from Umuahia.

Meanwhile, police sources yesterday confirmed to Daily Trust that Raphael Ige might have already retired from the force.

Mr. Akunna told Daily Trust that shortly before the governor’s abduction yesterday, the Speaker of the Anambra State House of Assembly, Mrs. Grace Anazodo had announced the purported resignation of Dr. Ngige from his position.

According to him, "the Speaker read a letter purportedly written by Dr. Ngige, saying that he has resigned from his position as governor of the state due to pressure from his family. But that is not true. The letter is not from him," the spokesman affirmed.

Mr. Akunna attributed his boss’ predicament to some disagreements between him and a Chieftain of the Peoples Democratic Party (PDP), who is an influential politician in the state.

The politician, who was said to have partly financed Dr. Ngige’s campaigns, was alleged to have demanded N3 billion as compensation from the governor after he assumed duty, and the spokesman alleged that the governor "politely" refused. "Dr. Ngige said that was impossible."

Mr. Akunna also alleged that the influential politician demanded to be allowed to nominate 10 of the 17 commissioners to be appointed into the governor’s cabinet. "But the governor told him that this also was impossible because the man wanted to impose on the governor people who will do his biddings.

"And the governor was worried that one of the major problems of the state in the past resulted from bad leadership," Akunna further disclosed.

He alleged that these incidences might have angered the politician, "and made him forge that letter of resignation purported to be from the governor".

The spokesman said the governor’s abduction has thrown the entire state capital into confusion, saying that everywhere in the town was "calm but restless."

Akunna, who said he was speaking to Daily Trust from a hideout, pointed out that an uneasy calm pervaded the atmosphere in Awka town after the news of Dr. Ngige’s abduction broke.

Meanwhile, the Inspector General of Police, Tafa Balogun, in a reaction to the development, faulted the purported removal of the governor, saying that due process had not been followed.

The IGP in a statement signed by the Force Public Relations Officer, Deputy Commissioner of Police (DCP), Chris A. Olakpe, directed that the status quo ante be restored pending the resolution of the crisis through due process of the law by politicians.

"The IGP has instituted a high powered investigation team to be led by him personally", the statement said, adding that the constitution and democracy must be defended.

Meanwhile, the Peoples Democratic Party (PDP), has set up a seven-man reconciliatory committee headed by the national vice chairman, (Southwest zone), Chief Olabode George to meet all stakeholders of the PDP in Anambra State.

The national secretary of the PDP, Mr. Vincent Ogbulafor, has condemned the action and called on the Anambra State arm of the PDP to exercise restraint as the party has put measures in place to resolve the crisis.

So are we to assume Balogun had no idea one of his assistant was going to abduct a state governor. You would think such a high calibre individual would not be picked up by the police without the express approval of the IG.

Resolution of what crises ? which judge issued the removal order or is the so called powerfull politician now usurping the judiciary's powers. Wonder shall never cease talk about a banana republic.

Investigate what, is this an illegal abduction or not ? If the governor was illegally abducted by some powerfull man, then IGP himself may soon be abducted if he is not carefull. Is Balagon really in charge of the police or is he only playing out a script by feigning ignorance on the issue?


This is what we have been saying all along, Ndigbo have become the laughing stock of BiafraNigeria thanks to some so called powerfull men. We saw the semi illiterate Emeka Offor and Mbadinuju reduce Anambra to rubbles now Ngige and his sponsors are pissing on the ruins.

I have been away and trying to catch up. I only just finished a piece by James Ndubuisi Ekechukwu in this thread. Ebubedike picked up the following from the Ekechukwu piece:

Deputy Gov Takes Over for 5 Hours

Gov regains control, broadcasts to state

In what would have been the first attempted civilian coup against an elected Chief Exe-cutive, Anambra State Gover-nor, Dr. Chris Nwabueze Ngige was yesterday said to have resigned his position. His deputy, Dr. Okey Udeh for five hours was parading himself as the new governor, saying he had filled the vacuum created by Ngige's decision.

But Ngige who was initially held incommunicado by a police contingent later denied ever writing any letter of resignation.

Ngige said that he has not resigned from office, saying his mandate given by the people of Anambra state remains intact.

Udeh, according to an NTA report said he was not hesistant in taking over as provided by Section 191 Sub-section 1 of the constitution. For five hours, it appeared the deputy governor had taken charge. But Ngige's aides said the deputy governor was not sworn-in and that the governor is fully incharge. The governor, his aides said, will address the state in a special broadcast today.

About midnight, THISDAY spoke with Ngige who said the Inspector General of Police, Mr. Tafa Balogun had ordered the policemen who held him hostage to withdraw and return to their base.

"The IG has assured me policemen will accompany me to the office tomorrow (today). I am fully in charge", the governor said.

Ngige actually regained control of the situation after he spoke with Vice President Atiku Abubakar at about 6.30 p.m on phone. The Vice President who expressed surprise at the information reaching him asked Ngige, "did you resign?" "No sir", the governor answered. Atiku then said "if you have not resigned why all these? I will direct the IG to restore you to your proper position." It was after the conversation with the Veepee that the police contingent which had held the governor hostage then withdrew and allowed his security apparatus to be restored.

Ngige had earlier yesterday told THISDAY on telephone from Awka that his ordeal be-gan at about 10 a.m. when the AIG in charge of Zone 9, Mr. Raphael Ige in company of over 200 Mobile Policemen came into his office and told him that he was under instruction from Abuja to keep him under house arrest.

"I came to the office this morning and the Assistant Inspector General of Police in charge of Zone 9, Mr. Raphael Ige told me he is under instruction to keep me under house arrest. I asked whether there is a coup in the country, he said no. At 2p.m they brought a letter from the House of Assembly saying that I have resigned', Ngige said last night.

The bone of contention is that Governor Ngige was said to have yesterday "tendered" his letter of resignation citing events in the state and advise from friends and family as his reasons.

In a letter allegedly written to the Speaker of the State House of Assembly, Hon (Mrs.) Eucharia Azodo and which was read to the House in session at about 11 am yesterday, the Governor was alleged to have written: "After due consideration, consultation and advise from friends and family regarding events in the state, I have decided to resign as Governor of Anambra state".

He thereafter allegedly thanked all concerned for their support and co-operation during his short tenure and promised to make himself available in whatever capacity his service might be needed.

But immediately the Speaker read out the letter purportedly sent to her by the Governor, the majority leader of the house and member representing Ayamelum constituency in the state, Hon. Peter Onuorah, moved for the adoption of the governor's letter of resignation. His motion was seconded by Hon. Anthony Igboka representing Njikoka II constituency of the state and thereafter unanimously adopted.

In another motion, Hon. Onuorah moved that the Chief judge of Anambra state, Hon Justice C.J. Okoli in pursuance of the provisions of the constitution of the Federal Republic of Nigeria be invited to swear-in the deputy governor as the substantive Governor. His motion was seconded by Hon. Nelson Achukwu and the House unanimously resolved to adopt the motion.

Udeh later addressed a press conference to say that he received the news of the Ngige's resignation with shock.

Nonetheless, he said he accepted to fill the vacuum created by Ngige's exit having considered section 191(1) of the constitution of Nigeria which abhorred vacuum in government and having also satisfied himself that the House had confirmed the Governor's resignation.

"I, Dr. Okey Udeh is now holding office of Governor of Anambra state. This is to avoid a vacuum. Since this (Ngige's resignation) has been confirmed by members of the state Assembly I have accepted the responsibility", he said.

He made his first official pronouncement as Governor immediately as he ordered the state task force on environmental sanitation to clear the state of refuse within 14 days or be disbanded.

Ngige had inaugurated the task force in June. Udeh also said he will next week forward the list of his nominees as commissioners and those of Local Government Caretaker Committees for the 21 local Government areas in the state to the House of Assembly for immediate consideration.

The House in a letter, to the state's Chief Judge dated July 10, 2003 with reference No: HA.4/AN/CHA/SP/12/9 said its action followed the receipt of the resignation letter by Dr. Ngige which was debated and adopted unanimously by the House.

According to the letter signed by the speaker (Mrs.) Eucharia Azodo, the House after due consideration and consultation with party leaders accepted the said resignation of Dr. Chris Ngige as Governor of Anambra State.

Almost immediately, the leadership of PDP in the state issued a statement signed by the state chairman, Barr. Ifeatu Obi-Okoye and secretary Chief Reuben Okpalaoka saying the state chapter welcomed the "present political development in the state leading to the resignation of Dr. Chris Ngige as Governor".

The statement further said; "we received the resignation letter from the former Governor of Anambra State Dr. Chris Ngige. We do hereby confirm the resignation as attached and call on PDP party members and the people of Anambra State to remain calm as the development is being taken care of".

Speaking to THISDAY yesterday from where he was kept at Choice Hotel, Awka, Ngige denied that he resigned as governor. He said that whatever is being tendered as a resignation letter was forged. He alleged that the purported letter must have been the handiwork of his political godfather, Chief Chris Uba and those loyal to him.

Ngige alleged that his problem with Uba started when he refused to accede to his request to sign a cheque for N3billion which he claimed was campaign expenses incurred to get the governor elected.

The interview with Ngige ran thus:

What really happened?

The police AIG in charge of Zone 9 came into my office this morning, disarmed my ADC, SSS, cordoned off the government house, surrounded it with over 200 policemen from Umuahia. He came in and he told me he was under instruction, I shouldn't use my phone, I shouldn't move, and I shouldn't leave my office, I said is there any military coup, he said no. Then I asked what is really happening, he said he will tell me later, no cause for alarm.

After about one hour, I said what is the problem, he said nothing. When I got up to make a phone call, he got up and collected the phone from me. I couldn't contact anybody, I was incommunicado from 10 o'clock till about 3.30 when they threw in a telephone at me and I called Abuja and spoke with our working committee members.

Who did the Police AIG say gave him order?

He said he received instruction from Abuja.

What did he say was the order and who gave him?

He said it came from Abuja to place me under arrest.

What of the story that you have resigned?

Resign what? They said I resigned because of my family, who told them, which family. My wife is already working with me here, she is running a programme here. She is a paediatrician. My family members are here, they have been going to the tribunal. Two of them are lawyers, one is a senior advocate, and they say family pressure, which pressure?

I heard that Chuma Nzeribe got a handwriting expert to forge my signature. I don't know what he signed, but I know that no matter how you forge, there must be a difference.

We heard that the deputy governor has been sworn in?

I haven't seen him but he now said that with the constitution he has taken over. The chief judge has ran away.

Sir, are you in touch with what is happening in your office?

The mobile policemen took over my office, and I heard that the deputy governor went into my chambers and proclaimed himself governor.

What is the situation of things now in the state?

I'm still in the hotel. The NWC told me to stay here and they will be around tomorrow morning. The vice president also told me to stay here. I'm in touch with him.

What about the president, we know he is not in town?

The president is overseas. They couldn't connect him for me to speak to him.

How do you explain what is happening now, who do you attribute it to considering this issue of godfatherism and things like that?

Well, it is Chris Uba now. No need dancing around. He said I didn't allow him to appoint Commissioners, that I am a stumbling block and that I didn't allow him compose the transition committee. He has sent the list ahead, and money has exchanged hands with a lot of people.

We also heard that the state is owing him some money.

Yes, he has already taken N860 million. He bullied my Accountant General in Abuja and the man prepared an ISPO for him for N860 million. It is lodged with CBN now, if you go there now, you will see it.

He asked me to sign for N3 billion, and when I refused to sign, he said that if I refuse, I should remember that he can get anything he wants. I don't know, maybe they have forged the signature again.

But what does the party mean, that you should be in the hotel, does it mean you should not go to the office or what?

No, I'm afraid of my life now. If I go out somebody can shoot me and say its armed robbers.

What can you say about the whole thing as regards democracy?

Well, democracy is on trial. But I'm telling the people of Anambra state that I wont disappoint them. I have my head high, and I will not disappoint them. I cannot mortgage their interest.

Where do I get N3.8billion for one man.

Is the police around you there?

I'm inside my room. I heard that a group went out and another group came back.

Are you in touch with your deputy governor now?

My deputy governor has been a conspirator since we were sworn in. He has refused to use the office of the deputy governor. He refused to move in there. He refused to move into the deputy governors lodge, and insisted that he was going to use the presidential lodge.

People are saying that the presidency may be aware about what is happening, are you ruling that out?

Well, I've heard that too, but I don't believe that.

THISDAY checks showed that trouble started shortly after Ngige's swearing-in when Uba was said to have directed that the governor and his deputy should both reside in the Government House with his deputy. This, the governor was said to have refused.

Uba whose alias is Eselu was also said to have insisted on appointing aides for the governor. It was gathered that Ngige refused to allow the businessman to appoint his chief of staff and press secretary for him.

Eselu also insisted on drawing up a list of commissioners for the governor. But when the latter refused, Uba was said to have told him to write out a cheque for N3 billion being refund of the expenses he incurred on the governor's election.

Uba gave the governor another option to sign an agreement that he would pay him the money later from the government's coffers. Ngige however refused, saying his immediate concern was the payment of salaries.

Just last week, the Governor while inspecting the new Government House called; "Nnamdi Azikiwe place" whose contract was awarded to Uba denounced the level of work on the project as not being commensurate with the amount of money allegedly spent on it in the past seven years.

The project was awarded by Col. Mike Attah's administration in 1996 at an initial cost of N 6000m. It was later re-evaluated upwards during the Mbadinuju administration to over N2 billion.

Analysts said Ngige's problem started when he made uncomplimentary remarks about the project.

Another sour area in the Ngige/Uba, relationship, THISDAY learnt was in the appointment of the state commissioner for finance.

While his godfather, it was learnt favoured the appointment of a certain woman manager with a new generation commercial bank in Awka who played a prominent role in the Mbadinuju administration Ngige it was learnt insisted it was not to bring back a key member of a discredited administration.

This, it was learnt, annoyed Uba who vowed to have his way.

The questions by Chiboy are now ever more resonant.

Yes indeed, a banana republic is what we've had and what it will always remain.

Why have to go to a tribunal to seek justice when the perpetrators of anti Igbo activity have been identified.

The likes of this Chris Uba like other vermin before him such as Emeka offor need to be thoroughly displayed to the Igbo public like the common lowlives they have shown themselves to be.

For Chris Ngige, who like many of our "One Nigerianas" believed in and enjoyed PDP as a vessel for power (no matter how attained and at who's expense), I say enjoy.

If they succeed in removing you, Your deputy will be next for the usual treatment.

The people I pity are the Anambra people and the Igbo in general.

In any sane society Chris Ubah would be cooling his heels in jail by now. Is there still any need for the time wasting in the so called election tribunal? The man who gave the bribe to INEC has been publicly identified by the beneficiary, but is anything going to come out of all this ? Not if Anambra people do not do anything about it.

So we are now looking at a so called democracy where it is public knowledge how much it cost to payoff the electoral commission yet some insist the results stand. This time however the Biafra Nigeria police force has lost any iota of dignity it had remaining,imagine the AIG being for rent and operating at the level of a thug.

For those opportunists in diaspora who are hoping to wine and dine with Eselu and co. in Texas, we wish you luck. Just remember what happened to Ngige and Mbadinuju when you go selling your souls.

Ngige must be so blinded by his personal greed that he forgot he made the above promise to Eselu the mafia godfather. You would have thought he would learn from Mabadinuju/Offor debacle. It is so similar it's laughable. I have a friend who actually witnessed Mabadinuju and his wife kneel down to collect ego from Offor. When the Mbadinuju guy started refusing to abide by there "gentleman's" agreement they began to cause him all sorts of problems until he was fingered in the gruesome murder of the NBA chieftain.

If Mbadinuju could lay claim to any measure of followership, Ngige can not say the same especially with Obi and APGA on the scene. All they need to do is reconvene and impeach Ngige 29 to 1.

STRATEGY FOR A COUP


GOAL: REMOVE THE SITTING GOVERNOR OF ANAMBRA STATE AND INSTALL AN ACQUIESCENT PROXY.

GOAL: REMOVAL OF SAID GOVERNOR MUST BE PERFORMED WITH EVERY SEMBLANCE OF LEGITIMACY

DIRECTIVES / OBJECTIVES

1. IG shall Issue directive to AIG (President Obasanjo’s off the record personal and localised agents) to seize Governors mansion.

2. Detain Governor and all aides for an indefinite time period sufficient to fullfill mission successfully.

3. Deploy tainted and pre-paid and assigned Speaker to read a forged document, making sure not to inquire for the whereabouts of the Governor or acceed to any request of time to confirm said forged document.

4. Deploy tainted and pre-paid and assigned representatives to promptly move, second, and adopt motions that will facillitate the acceptance of said forged documents in all its ramifications.

5. Deploy pre-ordained party apparatchicks to promptly accept the ramifications of said forged letter being the prompt formalization of the exit of the sitting Governor.

6. Deploy a team of pre-ordained presspeople to report a press briefing by Party apparatchicks announcing resignation by the sitting Governor and acceptance by the House of assembly.

7. Deploy tainted, pre-paid and assigned assistant Governor who must be seen as with shock and a heavy heart to have to accept without confirmation, and with or without the swearing in of the Chief Justice the somber responsibility to “fill a vaccuum” thrust upon him unexpectedly (according to pertinent articles) and in patriotic sacrifice to the people of Anambra.

8. Deploy a team of pre-ordained presspeople to report press briefing by the assistant Governor.

9. New governor must in public view implement his first acts in office within record time to cement entire plan and establish unquestionable and irrevocable presence.

Aremu, through spokesperson Remi Oyo has called for a probe.

Audu Ogbeh has called for a probe.

Atiku in his "shocked" remarks has all but demanded one.

Soon Tafa Balogun will call for a probe.

As inevitably will Chris Ubah. [Big Grin]

SouthEast governors have predictably "decried" the entire occurrence (having no Chris Ubah-like accomplices as skeletons in their closets as we are expected to believe)

All the greedy wolves have lined up in absolute shock and amazement demanding a probe into who broke into the chicken coop. They have arrogated responsibility for this probe as "A party affair"

We have every confidence they would solve it with the same speed and efficiency they demonstrated for the Bola Ige family. Our previously lost confidence has now been restored. [Wink]

Amidst all the hoopla though, some decent people are still speaking the truth. There may yet be hope.

Speaking of greedy wolves probing the break-in into the chicken coop:

Meanwhile, Balogun yesterday departed to Awka, the Anambra State capital, at the head of a high-powered investigation team, comprising top police officers, to find out what actually took place.

The IG announced the constitution of the investigation team Thursday following reports of political crisis in Anambra State and the adoption of Ngige by the police earlier in the day. Balogun nominated himself as the head of the team.


As in Nominate himself to go destroy and neutralize as much evidence as Bode George failed to destroy.

I guess this is a sign of how the GREAT REPUBLIC OF BIAFRA will be run if and when it becomes a reality.

All the principal actors in this ignoble act are of Ndigbo descents, starting from the personal adviser of the governor, to the ambitious deputy governor, the unbelievable woman speaker of the rogue state of assembly and the Escobar of Anambra in the person of chief controller Uba. The only exception is the AIG who by his name could be from the southwest or Niger delta area.

However, in the usual characteristics of my friends from the other side of the aisle, they are applying the blame somewhere else.

Someone, somewhere, sometime ago, said Ndigbo would do anything for money, and what a way to confirm that.

It is pathetic.

By the way,

Will this high-powered team be in the same mold as the ones that investigated Attorney general of the Federal Republic of Biafranigeria Bola Ige's bloody demise?
In the same mold as the ones that arrested and imprisoned Fryo's lawyer and his younger brother for months?
In the same mold as the ones that busted into Okadigbo's quaters to "retrieve the mace"? or the ones that were sent in on behalf of ICPC to try and arrest Anyim and NaAbba on fabricated charges, some leveled by Nzeribe?

From Ngiges principled stand against Aremus goons I hope Aremu has learnt from this close shave incident (which would have been an embarrasment before his guest Dubya) that you cant easily turn the mild mild East into the wild wild West, just because some treachery mongering desperado cutthroats like Emeka Offor and Chris Ubah were born of Igbo parents.

Then again, like we all know, Aremu has never given up just because he came close to getting caught with his hands in the cookie jar. You only have to look at the audacity behind having Bode George and Tafa Balogun go in to retrieve and destroy the evidence.

My take is that with this move he has lived dangerously enough. He should not at this late stage begin to court unnecessary danger.
