IMMEDIATE past National Secretary of the Peoples Democratic Party (PDP), Dr. Okwesilieze Nwodo has been arrested by the state security services (SSS).
Dr. Nwodo was arrested at the SSS headquarters, Abuja, at about 12 noon last Monday.
According to close aides of the former PDP scribe, he had gone to the SSS headquarters in the company of one of the aides following a telephone call he (Nwodo) received from the Enugu State Director of SSS.
The caller reportedly requested him to see the Director-General of SSS, Col. Kayode Are (rtd) in Abuja "for a brief discussion."
It was gathered that when Dr. Nwodo got to the SSS headquarters, the security details of the SSS Director-General, asked both Nwodo’s Personal Assistant, Mr. Pat Agushieze and his driver, who were the only persons with him, to "immediately leave the premises."
Although the assistant director, Information, of the SSS, Mr. Yomi Zamba, denied knowledge of the arrest when Daily Champion contacted him, the former PDP scribe was not in his Ministers Hill, Abuja residence when our reporters visited the place last night.
Dr. Nwodo’s wife, Mrs. Dora Nwodo, was seen in pensive mood in the residence.
However, one of his aides who preferred anonymity, said that some SSS operatives, after he reported at their headquarters, brought Dr. Nwodo to his residence at about 2.00 p.m yesterday where they conducted a search and left immediately with the former governor of Enugu State.
"We do not know exactly why they arrested him. The SSS have not been able to allow him eat any food since then. He has also been denied both his medication, but was kept incommunicado.
"When they accompanied him to this place yesterday, they did not oblige him the report he made to drink water and allowed him to eat food;" Nwodo’s aide stated.

How can Nwodo start moving to Abuja too simply because someone telephoned him? He should not have moved an inch without a written letter, copy of which he must have handed to his lawyer before going, alone or with his lawyer. This should serve as a lesson to others. Do not present yourselves to that illegitimate regime without receiving a formal letter from them.
And even after making such a mistake, the next move is to contact a lawyer who would make the arrest public and ask why.
But this is not the time to allow Ndigbo to be divided, there is no reason to blame Nwodo for anything, whatsoever. We must not tolerate any intimidation.

Obasanjo removes labour minister, Akwanga From Martins Oloja and Levi Anyikwa, Abuja FOLLOWING his alleged involvement in the National Identity Card scandal, President Olusegun Obasanjo yesterday sacked the Labour Minister, Hussaini Zannuwa Akwanga. He has been ordered to hand over to the ministry's permanent secretary.
A statement by the Sec-retary to the Government of the Federation, Chief Ufot Ekaette, said a letter from President Obasanjo dated December 4, 2003 informed Akwanga of his sack.
The former minister was among serving and former top government officials named by the Independent Corrupt and Other Offences Commission (ICPC) for having allegedly collected bribes from a foreign firm involved in the identity card project.
President Obasanjo's letter to Akwanga, according to Chief Ekaette, reads:
"You are aware of the ongoing investigation by the Independent Corrupt Practices Commission (ICPC) in connection with reported corrupt practices over the National Identity Card project in which your role as former Permanent Secretary in the Ministry of Internal Affairs has been called to question. It is disheartening to me that this type of scandal could occur in the life of this administration, in spite of all the efforts we have been making to stamp out corruption in the public service. As a member of the cabinet in the current administration, the report constitutes a serious embarrassment to government and a dent on your image as a minister;
"In line with this administration's commitment to transparency and to protect the integrity of the Federal Executive Council, your appointment as a Minister of the Government of the Federation is hereby terminated with immediate effect;
"You are to hand over the affairs of the Federal Ministry of Labour and Productivity to your permanent secretary."
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) had yesterday confirmed that it was investigating the minister and other former top government officials over the National Identity Card project.
Others the ICPC said it is probing include the former Enugu State Governor and National Secretary of the People's Democratic Party (PDP), Chief Okwesilieze Nwodo, the current permanent secretary of the ministry, R.O. Akerele (former Director, Department of National Civil Registration), Christopher Orumgre Agidi and one Niyi Adelagun, a business partner of the company handling the project, SAGEM S.A.
Meanwhile, the ICPC Chairman, Justice Mustapha Akanbi, has declared that the commission has concrete and sufficient evidence to nail the ministers and others who were alleged to be involved in the National Identity card project scam.
Speaking during the business dialogue with Heads of Government on improving the business climate and combating corruption at the just-concluded Commonwealth Business Forum in Abuja, Akanbi disclosed that the commission had never before got that kind of evidence against anybody.
For the first time, he said, the commission is in possession of ample and thorough evidence against people whose cases were brought before it. He said the commission traced the money involved to a bank account in the United Kingdom, while the Nigerian intermediary used in the lodgement of the money had been arrested and interrogated.
The ICPC, few days ago, announced that it had commenced full investigations into allegations of corruption levelled against some top past and present government officials in connection with the National Identity card scheme.
The officials who are alleged to have collected colossal sums of money in local and foreign currencies include the following: Chief Sunday Afolabi, former Minister of Internal Affairs; Dr. Mahmud Shata, former Minister of State and later Minister of Internal Affairs; Alhaji Hussaini Zannuwa Akwanga, former Permanent Secretary, Ministry of Internal Affairs and currently Minister of Labour and Productivity; and Ms. R.O. Akerele, present Permanent Secretary, Ministry of Internal Affairs.
The contract for the National Identity card scheme was awarded by the Federal Government to SAGEM S.A. of France after due process for the sum of $214 million.
It was, however, discovered that SAGEM agents in Nigeria, including the Regional Area Manager, Identification Systems, Mr. Jean Pierre Delarue, a French national and Mr. Niyi Adelagun organised and executed a scheme through which money was distributed to these top government officials. Mr. Niyi Adelagun was fingered as the main distributor of the money.
Mr. Christopher Agidi, former director DNCR and a key player in the bribery scam was arrested in the UK. The commission said efforts are being made to repatriate him to Nigeria to assist the commission in its investigations.

In a democracy, only the court of justice has the right to condemn anybody, after giving them the opportunity to defend themselves. It is not done by a panel of head-hunters.
Those who are in government only resign to be able to defend themselves and clear their names.
Last year an employee of American oil company accpted giving a bribe of $2.4M to a civil servant in order to evade tax in Nigeria. The former Obasanjo govt promised to take actions, but nothing happened. Who is deceiving whom?
As concerns Nwodo, it is surprising that he left for Abuja without asking anybody who phoned him to confirm it by writing and then contacting his lawyer before leaving. The worst part of it is that some of them call themselves Igbo leaders.

Failed contracts: Okorocha, Magoro, Jambo to refund N144m

THE Special Adviser to the President on Inter-Party Affairs, Chief Rochas Okorocha; the National Chairman of the United Nigeria Peoples Party, Alhaji Saleh Jambo; and a former Minister of Internal Affairs, Maj-Gen. Muhammadu Magoro (rtd), are among scores of highly placed Nigerians being asked to refund huge sums of money to the Federal Government for abandoned or failed projects.
Ironically, a portion of the draft white paper, which contained the names of indicted persons and their companies, also sought commendation for the much-maligned Nigeria Police Force. The police were singled out for their commitment to exposing the fraudulent acts perpetrated against the Federal Government by some companies owned by key personalities in the polity.
The list of persons indicted for fraudulent activities also include former ministers and senior civil servants believed to have aided failed or non-performing Federal Government contracts, between January 1976 and December 1998.
The two volumes of the draft white paper on investigations into such contracts obtained by our correspondent cover almost every aspect of Nigerian national life.
Work on the implementation of the draft white paper, which was adopted by the Federal Executive Council in August, has commenced with the Minister of Works, Senator Adeseye Ogunlewe, as the chairman of the committee charged with the assignment.
A representative of the Federal Ministry of Justice, Alhaji Ibrahim Yola, is the implementation committee’s secretary.
In one of the reports mentioned in the draft white paper, details of a shoddily executed contract involving companies in which Okorocha, Jambo and Magoro have substantial interests were listed.
Titled, “Contract for the supply of vehicles to the Nigeria Police Force,” the project, initiated by the defunct National Conference of Local Government of Nigeria, under the leadership of Mr. Banji Olatona, was to be executed by three companies — Stronghold Nigeria Limited, AMC Limited and URASHI Enterprises (Nigeria) Limited.
The draft white paper asked Stronghold Nigeria Limited, whose chairman is Jambo, to refund with full interest to the Federal Government, N98.6 million being the cost of 174 Peugeot 504 pick-up trucks, which it failed to deliver to the Nigeria Police Force.
AMC Limited, whose chairman is Magoro, is also expected to refund with full interest, N5.8 million being the cost of 14 units of Peugeot 504 station wagon, which were not supplied contrary to an agreement signed with the contractor. Magoro is also former Minister of Transport.
The draft white paper also recorded that Okorocha’s company, “Messrs URASHI Enterprises Nigeria Limited should refund with full interest, N39.6 million, being the cost of 70 units of Peugeot 504 pick-up vans (which it) failed to supply at the cost of N566,400 each.”
The government, in accepting the report, directed “both the Federal Ministry of Finance and the Ministry of Police Affairs to recover the money from the contractors with interest at the prevailing rate.”
According to the report, “The Federal Ministry of Finance awarded the contract for the supply of 300 units of Peugeot 504 Station Wagon with tinted glasses, metallic paint and radio cassettes and 100 units of Peugeot 504 modified pick-up with radio cassettes at the total contract sum of N180,330,000 to Messrs Stronghold Nigeria Limited of Ikeja, Lagos.
“The contract price for the station wagon was N412,300 per unit, while that of the Pick-Up was N566,400 per unit.
The contract was signed by the company and the chairman of the NCLGN on August 13, 1993.
The contract agreement provided for the payment of 75 per cent of the contract sum on signing the agreement and final payment on the completion of delivery within four months.
In accordance with the provisions of the contract agreement, a down payment of N135,245,500 was released to the contractors in September, 1993 being 75 per cent of the contract sum.
According to the report, “Messrs Stronghold Nigeria Limited supplied 100 units of Peugeot 504 Pick-Up and 149 units of Peugeot station wagon, leaving a balance of 151 units of the station wagons not supplied.”
It added that “The company failed to deliver the balance of 151 units of the station wagon on the pretext that PAN and SCOA, the manufacturers and distributors respectively of the brand of vehicle to be supplied, had increased the price of the vehicles.”
AMC Limited, the report added, was asked to supply 300 units of Peugeot 504 station wagon at a total cost of N123,690,000 on August 13, 1993 at a unit price of N412,300.
The company collected N92.7 million as 75 per cent of the contract sum in September 1993 but only delivered 209 units, leaving a balance of 91.
The company, according to the report, claimed that the unit price of the vehicles had increased and asked the Federal Ministry of Finance for an upward review of the contract.
That of URASHI Enterprises Nigeria Limited was awarded on August 13, 1993 for 500 units of modified Peugeot pick up for N283,200,000. The unit cost was N566,400.
The sum of N212,400,000, representing 75 per cent of the contract sum, was given to the company in September 1993.
However, the company was only able to supply 305 units of the vehicles requested, leaving a balance of 195. URASHI also insisted on an upward review of the contract price before it could supply the remaining vehicles.
The report lamented the inability of the commission that probed the contracts to establish contacts with the three companies. It also lamented the roles of the Federal Ministry of Finance and NCLGCN in the shoddy implementation of the contracts through which the government was said to have lost at least N144 million.
The draft white paper directed that, the three companies be blacklisted from being given any federal government contract due to the manner the police vehicle supply contract was executed.
Besides, it said that Olatona, “the officer who signed the contract on behalf of the NCLGN should be banned from holding public office for his role in the fraud.”
In addition, the Accountant-General of the Federation in 1993 and the Director, Home Finance in the same period, were recommended for punishment for their complicity in the award of the shoddy contracts.
Efforts by our correspondent to reach Magoro were not successful as at 8pm on Wednesday.
When contacted, Okorocha directed our correspondent to his General Manager, who he said was competent to speak on the issue.
However, the general manager could not be reached last night.
Jambo also insisted that it was his General Manager that was involved in the transaction, thus should be able to talk about it.
But when our correspondent called the Ikeja office of Jambo’s company, the general manager was not available for comments.
Ogunlewe, however, told our correspondent on Wednesday that the implementation committee of the White Paper, which he heads, has written to the indicted companies asking them to comply with the directives of the government.

It seems some Hausa and Yoruba people committed crimes, but Obasanjo would not arrest them unless he threw in at least one Igbo man, Nwodo. Here are the crimes those men are charged with:
Already, we see that the Yoruba Police did not bring their tribesman, Adelagun, to court even though Adelagun is the lynchpin in the whole scam. Was Nwodo an officer of the BiafraNigeria government in June 2003 when he allegedly received the sum of $113,000 from Officetron Nig. Ltd for introducing Adelagun to Afolabi who was the then Internal Affairs Minister for assistance in connection with the bidding for the National Identity Card contract? I am not one to support Igbo efulefu, but Nd'Igbo should watch this case very carefully. Was Okwesilieze Nwodo not a mere citizen who received payment for a consulting service to a non-government entity? If there is not more to it than what has been reported, Nd'Igbo should immediately demand that the charges against him be dropped.

ID scam: I received £114,000 from Adelagun – Nwodo

A former National Secretary of the ruling Peoples Democratic Party, Dr. Okwesilieze Nwodo, has said in a statement filed in court, that he was given a £114,000 gift by a principal witness in the $214m identity card scam, Mr. Niji Adelagun to contest April elections into the Senate.
He also said that Adelagun with his French friends (SAGEM S.A. officers) had offered to make one million plastic cards for the ruling Peoples Democratic Party.
Nwodo who made the admission in a written statement made to the State Security Service and filed with charges formally lodged at an Abuja High Court by the Independent Corrupt Practices Commission said that Adelagun has been his friend.
"Niji wanted me to contest election into the Senate. He and my wife made every effort to convince me. My main constrain was finance. Niji promised to sponsor me. For various political pressures, I agreed to run for the Senate.
" To support me Niji gave me £114,000 (one hundred and fourteen thousand pounds) which was paid to my U.K Barclay Bank account. I think this was paid in between January and May 2003. He was to give me also five million naira on two occasions in the course of my campaign which were paid to my Standard trust Bank account here in Garki Abuja. This was in March 2003," he stressed.
He said, "Another problem which I discussed with Niji was the education of my children.
"For security and other reasons I told him that I was changing their school in Nigeria especially at the University level. For me to send them abroad I needed money. Niji again came to my aid. He paid $150,000 (One Hundred and Fifty Thousand Dollars) to my Chartered Bank Account in U.K for the education of my children. This was paid in I believe July or August 2003."
“Also in the course of my friendship with Niji Adelagun, I told him how I was having financial problems. As the Party Executive of the PDP, I was not earning any salary. We were also not being patronised by the government in order for us to meet our financial obligation.
“I met Mr. Niji Adelagun in 1999 when his company Officetron Nig. Limited had applied along with others to make the nametags for the PDP National Convention/Presidential primary in Jos in November.
“His company's sample was alongside the best and they made the tags and supplied same to the party at the price the party was prepared to pay for but not their quoted prize. It was after this convention that Niji came to see me.
“He said he had heard a lot of nice things about me and that the tags he made for the party was the first job he had done in Nigeria without even meeting the officer in charge. We became instant friends following that meeting. Since then we see frequently, we communicate on the phone and we attend social functions, which we invite each other to.”
Nwodo further said that Adelagun took him into confidence when SAGEM was tendering for the National Identity Card Project.
"In the course of our friendship, Niji informed me that he was tendering for the National I.D card project. I encouraged him to go for it. I myself was a fanatic of this project which I believe is vital our national economic planning.
“He was to inform me later that he was going into partnership with a French Company SAGEM, which he thought had a superior technology than his company. I thought that was a good idea. He told me that they finally got the job after the President and the Vice President had subjected all the companies that tendered for the job to a full day at the villa to demonstrate their technologies," he added.
He said, "About mid 2001 when my sister-in-law was sworn in as a Federal High Court Judge I invited Niji to a small reception in my house. He came with his French friends.
"I was very eager to hear about this their technology which they explained to me. My interest was heightened by the fact that I was also trying to make an ISD membership card for the PDP. Indeed I wanted to compare what we were doing to what they were offering the nation. They even promised at that meeting to donate 1 million plane plastic cards to the PDP.
"The PDP project was later killed and I left the office of the National secretary. I don't think SAGEM made the donation of plastic cards thereafter. That was my known interaction with SAGEM."
Notwithstanding his travails, he said, "I am indebted to my friendship with Mr. Niji Adelagun and his assistance to me."
On December 2, 2003, the Permanent Secretary of the Ministry of Internal Affairs, Ms Turi Akerele, also said in a statement filed in court that she met Adelagun in the course of her service as a public servant.
She also clarified that she was not at the ministry when the ID card contract was awarded.
"I am at the present the Permanent Secretary in the Ministry of Internal Affairs. On the question put to me yes I know one Niji Adelagun. I met him in the course of my business.
"I indicated the fact that I have a property for sale in Lagos Ikeja. It is a block of flats which my sister left behind. As the Administrator of her Estate, I had the right to sell or lease. The asking price was for $600,000. Five hundred thousand dollars was to be paid just with the $100,000 to be paid in Naira that is its equivalent, which has not been paid yet.
"When I was informed of that the first instalment was paid I issued a power of attorney to the purchaser. I needed the money for health reasons and family matter.
"The other documents, that is, bank account and the letter of administration, will be submitted later. It is to be noted that I was not at the Ministry of Internal Affairs when the contract was awarded to SAGEM SA (France). I came on the first of August 2002.”
In his statement, the sacked Minister of Labour and Productivity, Alhaji Hussein said that although SAGEM S.A. of France was not qualified for the ID card job, it was president Olusegun Obasanjo that overruled all bids and gave the contract to the French firm.
He said, "It was during my posting in the Ministry of Internal Affairs that Mr. President decided to resuscitate the National Identity card project.
"A committee was set up to make a submission to Mr. President on the matter under my chairmanship. A report was submitted to the vice President and he directed that the Ministry of Internal Affairs, DNCR, INEC and National Population Commission should collaborate and submit a joint proposal.
"This report was submitted and as a result two committees were set up to implement the take off and the execution of the I.D cards. The committees were:
• high-powered implementation task force under Chairmanship of Chief Sunday Afolabi, the Hon Minister of Internal Affairs;
• the technical committee on the implementation of the ID card project headed by Dr. Mohammed Shata, the Honourable Minister of State.
He said, "The committee made a detailed report and submitted to the vice President and approval was granted for the collaboration programme between DNCR, INEC and National Population Commission for the project to start.
"The programme was advertised in many national dailies and a number of companies both foreign and Nigerian bided for participation. On the submission of bids, Bids Analysis Committee was set up under the chairmanship of Mr. Agidi to look into the bids. The committee submitted its reports and the companies were requested to come and demonstrate their technologies.
"When the bids were finally accepted, the most competent company was CHAMS CONSORTIUM based on completed request for proposal document. One of the companies SAGEM SA of France bided for Turnkey award of the whole contract.
He said, "The final report based on bids submitted, was sent to the vice president.
"In the report, CHAMS was recommended as the major contractor based on the use of OMR forms. SAGEM's bid on Turnkey basis was rejected because it was not based on the advertised request for proposal. Their technology is for the use of MORHORTOUCH - a machine that has both image capture and finger print at the same."
"The presidency requested that all the companies that bided should demonstrate their technology to the president. This was done and the decision of the president was waited for.
"After a week or so, the Hon Minister of Internal Affairs, the Director DNCR, the Chairman INEC, the National Population Commission were summoned to Mr. President's office."
"On getting there, I saw Mr Niji Adelagun, officials of the SAGEM SA already seated. On his arrival to the meeting venue the President requested Chief Sunday Afolabi, the Hon Minister to make his comments. The Hon. Minister commented and indicated the name of the company being recommended which was CHAMS CONSORTIUM.
"In his reaction, Mr. President told the Hon. Minister and all those that had an interest in the contract to hands off as he was giving the whole job on turn-key basis to SAGEM SA of France. He directed and set up a committee to review the prices of SAGEM SA under the Chairmanship of Mohammed Shatta."
Akwanga said, "On the submission of the reviewed prices to Mr. President, he directed that the price be further reduced and set up a committee under the chairmanship of Hon. Minister of State for Justice with representatives from other bodies of police, SSS, INEC, Finance, National Population Commission.
"Mr. President approved the reviewed prices and requested that a memo be sent to council. This was done and council approved. On the approval of council a letter of approval was given to the company SAGEM SA of France."

Before anyone knows it, placard-carrying "family" members and kinsmen will start bombarding the seat of government with petitions and a large portion of the dailies will be commandeered to extol the unknown virtues of their brother or clansman. Where does all of this leave us?. We will remain on the fringes of development while the usual culprits "Yoruba shofistication" will continue to take the blame. Haba!!!

My confusion is why a shofisticated Yorubaman even needs to be going to Nwodo in the first place, could it be they just needed an Igbo fall guy as usual to exxonorate a choice Aremu was already going to make anyway? Most likely, that Niji guy is Aremu's frontman, as I'll bet you Aremu owns that ID card company.
Efulefu or not, I just dont understand the degree of self serving blindness that would make Nwodo not recognize that time tested saying that "If its too good to be true, it probably is".

Didnt it occur to Nwodo that the money he was getting could be Aremu's money?, money Aremu would be sure to want back after the crime has been commited.

Again (LOL), isnt it a credit worth accepting and celebrating that soon enough, Aremu will be handling everything including the concession contract for guguru and ekpa and softdrinks, all from the lofty location of Aso rock villa.
That would really buttress your point that it is better to handle everything yourself if you really want to avoid the risk of graft, instead of establishing transparent and enforceable policy that ensures that those who commit corruption would be brought to book, with there being no sacred cows.
Yes I can see it all clearly now. Out travelling the world one day and shaking hands with Bush and Blair one minute, and in the next, presiding over a collection of mama kpoff-kpoff concessionaires seeking counter space in front of choice govt buildings.
