Obasanjo made Wabara and Obasanjo appears to have unmade him, do they ever learn ? I guess another efulefu is already lining up for the job.

It was reliably learnt that Wabara was summoned to the Presidential Villa about 3:00 p.m on Monday to explain his role in the bribery scandal. Wabara was said to have been given the option of returning the N20 million and tendering his resignation letter that same evening or face the Economic and Financial Crimes Commission (EFCC). Although his aides are denying publicly, Wabara is said to have quietly offered to refund the money.

After all said and done, the rate of exposure for fraudulent activities of high ranking executive and legislative officer leaves much to be expected from Obj's administration.

What baffles me more is the amount of money talked about. Also, the speed at which Obasanjo dispenses his justice and request for resignation letters instead of full criminal prosecution.

In a normal society, one is deem innocent until proven guilty. Well if the facts on the ground points to the guilt of these people, why not send them to jail where they belong and it will serve as an example to others. Requesting resignation letter, and telling them to pay back the looted/bribe amount amounts to telling others that it is OK to accept bribes after all if you accept 100 bribes, you may be caught one time and them all you need refund is the money of the one time you were caught. You still make profit.

If indeed Wabara is sacked, the whole senators should also be sacked, especially those that head and belong to committee. This single story has proven Yerima right. He deserves an apology from those that asked for his suspension.

The arrest of Minister for Education, Professor Fabian Osuji by the Economic and Financial Crimes Commission (EFCC) for offering a N50 million bribe to members of the National Assembly Committee on Education to have the votes of his ministry for the 2005 financial year jerked up has, again, brought to the fore, the allegations of corruption leveled by Hon. Haruna Yerima against the National Assembly, writes Tokunbo Adedoja
Dateline
The day was February 16, 2005. The event was the Reporters’ Monthly Hotseat Programme in Abuja and Hon. Haruna Yerima, member of the House of Representatives from Borno State was the guest. By the time he finished fielding questions from journalists, a can of worms had not only been opened, he had also stirred the hornet's nest.
He accused his colleagues in the House of Representatives of corruption, extortion and lack of depth. He specifically stated that each of the 360 members is bribed to the tune of N2.7 million annually with recharge cards by a communication company. He also alleged that members extort money from ministries before their budget proposals are allowed to sail through. This, he said has impacted negatively on the oversight functions of the parliament.
His allegations attracted swift reactions from his colleagues and by the time the House concluded its deliberations on his remarks, barely 24 hours later, he had bagged a one month suspension. Unfolding events in the last few days have, however, added a new twist to the whole saga. A minister has already been arrested bribery by the Economic and Financial Crimes Commission (EFCC) in connection with Yerima's allegations, consequently vindicating the lawmaker.
The commission’s searchlight has also been beamed on the National Assembly with a view to getting to the root of the N50 million scandal.
...His Allegation
Yerima, while responding to questions described the National Assembly as a box of filth. In his words: "Whoever tells you there is no corruption in the House is in fact corrupt. Ministers and heads of parastatals are often asked to bring money by some honourable members so that their budgets can be passed. MTN bribes us every month. It brings cards worth N7, 500 monthly to each member. I am not working for MTN, so I see no reason why MTN should be doing that monthly. I want to write to the chairman, House Committee on Communications that please we have 360 members, when you go to MTN to collect these things, please collect for 359. Most of us are contractors.
"Most of us come here to make money, make what you can make and leave. Most of our debates are beer parlour debates. No research. We argue like ordinary people on the streets. Our debate is shallow. We are devoid of real patriotism to come and serve and this is why most of our debates are beer parlour debates. There is no research. We don't come out with facts and figures to buttress our points. We are just being hypocritical. Corruption is here with us in the National Assembly."
He further stated that "I know about corruption at committee levels, come and see during the period of budget how various tactics, such as blackmail, are employed to ensure that government agencies and parastatal organizations do their bidding. Some members do go to ministers to ask for money before approval is given to their estimates".
But the Chairman, House Committee on Communications, Hon. Yemi Arokodare, swiftly denied that the federal legislators were being bribed by MTN with the monthly free re-charge cards. To him, the cards were public relations (PR) gesture from the firm, which other categories of people in the society also enjoy.
...His Suspension
The House, however, did not take his allegations kindly. House Whip, Hon. Bawa Bwari, in a motion, called for sanctions to be imposed on Yerima for using unparliamentary language and making unfounded allegations. He also said that the allegations were capable of impacting negatively on the integrity of members of the House of Representatives.
The House Leader, Hon. Abdul Ningi, even likened Yerima’s allegations to an invitation to a military coup as it was capable of inciting the public against federal legislators. Some lawmakers even canvassed for his expulsion, while others made negative insinuations about why he left the Nigerian Defence Academy as a lecturer.
With the trend of contributions, the motion for his suspension did not have any difficulty sailing through. In a voice vote, the lower chamber resolved to suspend Yerima for one month. It also directed its Committee on Ethics and Privileges to investigate the merits and demerits of the lawmakers allegations.
Standing by his allegations, Yerima said he owes nobody any apology over his claim about corruption in the National Assembly. "I did not talk about institutional corruption but individuals and committees. I insist they are corrupt. If I am crucified over it, so be it. I owe nobody any apology", he was quoted.
Apparently conscious of public reactions to the suspension of the lawmaker, the House, in an advertorial, hinged its actions to the unparliamentary language used by the lawmaker in his remarks.
...His Vindication
The first indication that Yerima may eventually be vindicated came when the House Committee on Ethics and Privileges, which was mandated to look into the merits and demerits of the allegations concluded that the House erred by hastily sanctioning the lawmaker for the remarks without first investigating to determine the authenticity of his allegations. In spite of that, it however, directed the lawamakers to apologise to the House.
His vindication, however, came last week with the arrest of the Minister of Education, Prof. Fabian Osuji by the EFCC. He was alleged to have offered N50 million bribe to members of the Education Committees of the Senate and the House of Representatives to jerk up the Ministry's votes in this year's budget, following the advise of a 'very senior' principal officer of the Senate. Though, investigations are still on by the commission to get to the root of the whole matter, the latest development has however shown that Yerima did not cry wolf afterall.
The allegation that members employed various tactics, including blackmail and intimidation, to coerce government ministries and parastatals before approving their votes has been given credence by the recent revelations. But will the House summon courage to apologise to Yerima for hastily imposing sanctions on him without ensuring the veracity of his allegations?

Let me first of all remind you that this thread was originated by an Igbo guy, which means we do not condone whatever it is that is going on. As for the fool of a minister, he is guilty by association. The closeness he maintained with a known thief, Adolphus Nwagbara, when common reasoning should've warned him to remain afar, spelled doom for him. Here is a man who never won the election that put him in a place he has no business presiding over National issues with full support of aremu obasanjo. While his case was still in court aremu elevated him to that position he's now using to fleece the population. So, do you by chance have any blames left for your brother too? Just asking! Other than this minor observation, I agree with you somewhat.

I think I disagree with this primitive system of selective justice. If Balogun should be allowed to resign quietly after being privately confronted with his offence, I don't see why a serving minister should be arrested and detained without trials for days.

Even efulefu has human rights.

The only blame I have for Prof Osuji is that he should have called a public conference and resigned after the humiliating ordeal. To continue to serve and make public speeches on behalf of a junta is stupid.

Please show mercy guys, all Ibo is Ibo. Tomorrow it could be you, Obasanjo can deal with so called efulefu just as easily as he can deal with whatever the opposite of efulefu is. This he proved when he captured and humiliated Emeka Ojukwu a few weaks ago.

I agree with you whole heartedly. Unfortunately the Igbo Efulefus have not learned that Obasanjo hate them as much as he hates through Igbos. N50 Osuji was arrested, N1 billion Balogun was allowed to retire, where is the equity and fair play here.

Just to touch on the sublime point by our very own Nwa Asaba, osuji is a man forced to bribe the foolish Senate before his budget is passed but was bundled to jail in a New York jiffy. Not minding that the amount in question is paltry when compared to the billions stolen by tafa balogun who is yet to be punished after many, many, many weeks. I am by no means condoning or even supporting osuji’s misjudgment my only concern is the lopsidedness of this idiotic president’s application of the equally worthless law. Boy O’Boy! Nigeria they hail thee alright!

Senate President Adolphus Wabara is expected to formally tender his letter of resignation on April 5 over the N55 million bribe which Aso Rock confirmed was offered legislators by former Education Minister, Fabian Osuji

The report submitted to the Upper House on Tuesday by the Economic and Financial Crimes Commission (EFCC) indicted Wabara and his colleagues.

Wabara is the third Senate President in the Fourth Republic to end his tenure abruptly. He is going the way of Evan Enwerem and the late Chuba Okadigbo who, like him, left the exalted post falling from grace.

Enwerem had to quit because of the dust raised over his questionable credentials. Okadigbo’s departure had to do with alleged improper financial dealings.

Feelers from the Senate said Wabara resigned on Tuesday evening and that his resignation letter was taken to the Presidency by Peoples Democratic Party (PDP) National Chairman, Ahmadu Ali.

However, Wabara’s spokesman, Henry Ugbolue, insisted that this is not true. He spoke in a telephone interview after President Olusegun Obasanjo’s broadcast.

Ugbolue said: “I am not aware that he has resigned. If he has to do that, it has to be on the floor of the Senate, and as you are aware, the Senate has adjourned”.

Reacting to the news, former Senate Chief Whip, Victor Kassim Oyofo, said what has happened to Wabara “is the work of God and the righteous has been vindicated”.

He had cursed Wabara a fortnight ago for “an unprovoked hatred”.

It was reliably learnt that by Tuesday afternoon Wabara had been overwhelmed by the volume of evidence against him in the EFCC report and had offered to resign on April 5.

Before then, a series of meetings had been held within and outside the National Assembly complex to deliberate the matter.

They began Monday night when information filtered in that the Presidency had asked Wabara to state his position on the issue, a development his colleagues saw as signaling the end of his tenure as number three citizen.

The meetings continued on Tuesday morning as different caucuses met to decide his fate and that of the Senate after him.

The arrival of the Presidential Adviser on National Assembly Matters, Senator Florence Ita-Giwa with the EFCC report confirmed speculations that Wabara was in far more trouble than his aides had thought. Unusually, the report was addressed to Senate Leader, Dalhatu Tafida, and not to Wabara or his Deputy, Ibrahim Mantu.

Before the report came, the Senate had been in a tense, three-hour executive session where Wabara was drilled by his colleagues.

He reportedly admitted collecting money, and 90 per cent of his colleagues asked him to resign.

A source said only Senator Jonathan Zwingina and Senate spokesman, Tawar Wada, pleaded on his behalf. “It was clear from his speech that the man was already reading his valedictory speech, urging his colleagues to be careful during the Easter celebrations”, he said.

There and then, the idea of setting up a probe panel was mooted. But the majority of senators were against setting up an ad-hoc committee because most members of such committee are said to be “hawks” not favourably disposed to Wabara.

The Chairman of an ad-hoc committee, if one had been set up, would have been Senator David Mark. He heads the Group of 86 senators who moved against Wabara last year for alleged misappropriation of Senate funds.

Senate Principal officers reportedly met at the NICON Noga Hotel, Abuja where Wabara was asked to take the honourable option of resigning. He was said to have declined.

At the Senate, shortly before the plenary session, Ali joined the PDP caucus in a meeting which lasted for about 30 minutes.

Later in the evening, he came back to the National Assembly premises and moved straight to Wabara’s office, accompanied by Mantu, Ita-Giwa and some senators.

It was at the meeting that Wabara reportedly agreed to resign, but he insisted that he was not going to hand over his resignation letter to the executive. Apparently coming under intense pressure, he was said to have told the team that he could only resign on the floor of the Senate.

However, he reportedly said that since the Senate is on Easter break, he would formally do so when it reconvenes on April 5.

Wabara’s aides were already packing files and personal belongings from his office on Tuesday evening.

Regardless of the evidence presented by the EFCC, Wada stated at a press briefing that Obasanjo’s statement on corruption is “his opinion. Allegations do not take precedence over judicial proof. If the President is accusing the National Assembly of wallowing in corruption, he should take them to court”.

But it was a different Wabara who appeared at the Senate on Tuesday. His visage was anything but happy. He intermittently wiped his face with a white handkerchief at the plenary session.

Attempts by the Senate press corps to ask him questions were unsuccessful. He looked straight ahead as he walked past.

A determined government tightened the noose on graft on Tuesday with the sack of Education Minister, Fabian Osuji, and the reported resignation of Senate President Adolphus Wabara, both men allegedly neck deep in financial impropriety.

President Olusegun Obasanjo announced the sack in a dusk broadcast in which he confirmed that Osuji offered lawmakers N55 million bribe to pad his ministry’s budget.

Abuja has taken steps to prosecute Osuji and Wabara and every one else allegedly involved in such conduct, to truly clean up Nigeria’s image of a country of fraudulent men and women.

Osuji is the third minister to be fired by Obasanjo, a General who has since his assumption of office in 1999 made the fight against corruption a priority.

Before now, he had sacked Husseini Akwanga, who manned the Labour Ministry, and Sunday Afolabi, who headed the Internal Affairs Ministry over the National Identity Card contract scam.

Obasanjo said in the broadcast that he has handed Osuji to the Independent Corrupt Practices Commission (ICPC) for follow up action.

He insisted that his fight against corruption is a rolling stone that would gather no moss.

Said Obasanjo: Most “disheartening is that the number three man in the government hierarchy in the country is involved in this sordid matter. It is an action that violates all known norms of good governance, progressive leadership, integrity and credibility. This tends to vindicate those who made similar allegations in the past”.

The President disclosed that the scandal came to his notice in February and that he ordered an investigation, which came to a climax on Saturday when the bribe money was recovered from Wabara and other accomplices.

He said it was returned through Senator Chris Adighije, a legislator from Abia State who gave it to Economic and Financial Crimes Commission (EFCC) Chairman Nuhu Ribadu. The money is being kept as exhibit for prosecution, he stated.

Others indicted by the President are Senators Azuta Mbata, Badamasi Maccido, Emmanuel Okpede and Ibrahim Abdullazeez.

Abdullazeez chairs the Senate Committee on Education. His counterpart in the House of Representatives, Shehu Matazu, was similarly indicted and referred to the House leadership for sanction. The indicted senators are similarly referred to the upper legislative chamber for sanction.

Obasanjo said heads agencies in the Education Ministry are to be prosecuted for contributing the money with which Osuji bribed the lawmakers.

They are the Executive Secretary of the National Universities Commission (NUC), Peter Okebukola; Vice Chancellor of the University of Technology, Owerri, Jude Njoku; Permanent Secretary in the Education Ministry, P. S. Abdu and five directors in the ministry.

They have also been referred to the Federal Civil Service Commission for disciplinary action.

Obasanjo came down hard on the National Assembly members, some of whom he accused of undermining his administration’s fight against corruption by demanding and receiving financial gratification from ministers and contractors in their oversight functions.

“Equally, allegations have been widespread about demands from members of the National Assembly during political appointment confirmation exercises as well as during the ongoing N25 billion equity requirement on banks”.

The President noted that such betrayal of policy hampers his efforts to get debt relief for Nigeria from foreign creditors. He urged the legislature to sack indicted members in order to restore the integrity of the National Assembly.

“It is the responsibility of the National Assembly to cleanse itself, to show to Nigerians that it deserves their respect to rebuild public confidence and to flush out those members who continue to derogate and degrade its integrity and stature.

“Because this has never been part of the Assembly’s agenda, past leaders of the Senate and the House got away with near murder and are now in obscene opulence. Such opulence is without foundation except abused privileged of being a leader in the National Assembly for a few years. Justice will catch up with them”.

Obasanjo thanked other ministers who have so far turned down legislators’ frequent demand for gratification and promised those who have compromised will be brought to book.

The Disgracing of Osuji,Wabara.Hunting of Ngige and the rest of Igbo Efulefu is the best thing that will happen to Ndi igbo.
[1]It will now make this one penny politicians see more clearly,how rudicled they are in face of inferior mate from other Tribes.
[2]It will teach all of them that there is no free lunch with the devil[Obj]
[3]Who so ever get,s into that Cult will have a second thought.
All this people are not the most corrupt ,but as long as Ndi igbo is concerned they stink of corruption and decadence.

Osuji with his ministerial position did not get igbo quota in education sector ,whereas he has the temerity to bribe those Sin-ators with "Students"fund to the tune of 150 million heavy naira.With 150 million naira in teachers coffers many students will be more educated.

Wabara -The house of sin-ate will not miss him,after all he is OBJ houseboy serving at the sinners house.Since he assumed the mantle of Presiding over other Sin-ators he,ve not made any recognised input in Alaigbo.In my opinion he over stayed in the Sinate.

The greatest problem now is -WHO SHALL BE THE NEXT SINNERS PRESIDENT ? ,How can he make a difference between pretenders and policy makers ?.If only the Sin-ate will be dumb enough and ignore OBJ and elect a man with quality to lead the Sinners house ,A man with a big heart and a man that can steer the nation to a corridor of hope* I am talking of Uchechukwu Merije -The only Senator with class in the entire House of Senate.Outside him -every other candidate remain a pawn in obj palm.

The more humiliation dished to Ndi igbo the better,So that they can smell the coffee and maybe wake up and live with a little transparency.Maybe they will know that it is better to work for the general interest of umuigbo than protecting the interest of obj.

I weep not for their pains,it serves them right

If your Uchechukwu Merijie is from Enugu State, then he should get the job but if not, I think that it is time for Enugu State to stepup and save the Igbo nation from this shameful acts.

I agree with Ednut, I guess. It is the turn of an Enugu Efulefu to take the produce the Igbo Senate Fool. I think Jim Nwobodo should be drafted back to the Senate and be selected to replace Wabara. I cannot think of a better crook from Enugu to do the job.

Prof. Peter Okebukola, NUC Executive Secretary it is normal to have them paraded along the street with 'kpangolo and yogiri' draiped round there neck.

A whole Professor who should know better has fallen like an ordinary boyboy. They should have borrowed a leaf from EL Ruffai, who cried out and exposed the sinators who tried to extract egunje from them.

For those that continually shout about illiteracy being the bane of our leaders, this is just a quick reminder that corrupt acts does not discriminate.

Before you judge them all, do you give or recieve bribe in any way? If yes, better stop and let the change we all desire start from each of us. If today you give police men, immigration agents at the airport, custom men or any one bribe to help secure a favor; you better stop. Let this Charity begin with us. Osuji, Wabara and others are just scape goats that refuse to know when to stop.

Senator Adolphus Wabara


He represented Abia South senatorial district and was first elected into the Senate in 1999. He was a member of the House of Representatives in between 1992 and 1993.


His re-election in 2003 was dogged by controversy when his opponent, Elder Dan Imo of rival All Nigeria Peoples Party (ANPP) claimed victory at the polls.


His return to the Senate, few days to the inauguration, was facilitated by an Abuja High Court ruling presided over by Justice Wilson Egbo-Egbo.


Yet, in spite of the fact that Wabara had to struggle to return to the senate, he confounded pundits by emerging senate president in a manner many suspect was designed by the presidency.


His tenure last year witnessed the first financial scandal in which former Federal Capital Territory Minister, Mallam Nasir el-Rufai alleged that the leadership had requested for a gratis of about N54 million to facilitate his clearance as a ministerial nominee.


He has survived several other scandals and that may have bolstered him to elect to intervene in the seeming face-off between the senate education committee and the Minister of Education, Prof. Fabian Osuji in which about N55m allegedly changed hands.


Unlike other Senate Presidents before him, it is quite an irony that Wabara who set out to provide good governance to sustain democracy would succumb to the temptations which as described by President Obasanjo based on the report of the EFCC, the Senate President is a key dramatis personnae in the bribery scandal.


Senator Azuta Mbata


Mbata was a second time senator and has represented Rivers East senatorial zone since 1999. He has occupied several committee chairmanship positions including that of Appropriation. His senate sojourn climaxed in his becoming a senate President Extempore who filled the vacuum after late Dr. Chuba Okadigbo's exit from the position. He supervised the emergence of Chief Anyim Pius Anyim as Senate President.


His closeness to Wabara under the present dispensation was believed to have ensured that the two men are now indicted in the current scandal. At 45, and with a bright future ahead of him, the former businessman turned politician rather has dimmed his star by his involvement in the education ministry bribery scandal.


Senator Chris Adighije


He was a first time senator representing Abia Central on the platform of the Peoples Democratic Party (PDP). He trained as a geologist but went into politics in 1990 when he emerged as the National Treasurer of the National Republican Convention (NRC).


When he set out for the senate, he raised expectations by promising to work for the welfare of the people as well as improve on the quality of life of his constituents. If the EFCC report is found to be true, then Adighije could be accused of betraying people's confidence.


Senator Emmanuel Okpede


He was elected in 2003 to represent Nasarawa South senatorial zone. Born in 1960, Okpede, a holder of the University of Jos doctorate degree in Philosophy, has held several appointments including that of the Director General and later Commissioner for Education between 1992 to 2002. On his election, he promised to accelerate development in the education sector as well as maintain national stability.


Senator Badamasi Maccido


He was elected as an ANPP senator to represent Sokoto North in 2003. Born in 1961, Maccido graduated from the Ahmadu Bello University, Zaria (ABU) with a Bsc in Building Engineering. He once served as a commissioner in the Governor Attahiru Baffarawa administration. He is a son of the present Sultan of Sokoto, alhaji Muhammadu Maccido.


Senator Abdulazeez Ibrahim


He was the chairman, senate commitee on education and represented Taraba Central. Born in 1957, Ibrahim holds two degrees in Engineering and Business Administration from the Ahmadu Bello University, Zaria. He was elected as senator in 1999 and 2003.


Hon. Matazu Garba


He won the best legislator's award for 2002 for his contributions to legislation under the present dispensation. Born in 1961, Garba was elected twice in 1999 and 2003 on the platform of the PDP to represent Musawa/Matazu Federal constituency. He holds a doctorate degree in Philosophy from the Ahmadu Bello University, Zaria and headed the now controversial House Committee on Education.


Hon. Osita Izunaso


He represented Ohaji-Egbema-Outa-Oru West Federal Constituency in Imo State. Born in 1966, he graduated from the Universities of Jos and Calabar and earned BA (Hons) and MBA degrees respectively. He was Chief Press Secretary to former Senate President Evan Enwerem and later served as , Adviser to Imo State government before contesting and winning the federal seat to represent his constituency. He promised to articulate the provision of quality representation as well as promote democracy.


Hon. Gabriel Suswam


He was elected twice in 1999 and 2003 to represent Katsina Ala/Ukum/ Logo Federal Constituency in Benue State. He graduated with a Bachelors degree in law from the University of Lagos and has held such legislative committee positions as chairman House service committee and the Federal Capital Territory (FCT).


Prof. Fabian Osuji


He started an illustrious career in the academia where he rose to become a professsor at the University of Nigeria (UNN). Osuji's sojourn into politics started in the 90s when he constested and lost the governorship race to Senator Evan Enwerem. He was the Social Democratic Party (SDP) candidate.


He was appointed by President Olusegun Obasanjo as one of those from the academia and posted to the ministry of education to help rescue the falling standard in the schools. Before he stumbled last week, he was already making surreptitious moves in pursuit of his governorship ambition in 2007 in Imo State.

Osuji zeal to become the Governor of Imo State did him in. He can now kiss that one goodbye, though one can never say, after been ex convict is an Honor in that kaikai Republic. After the Commander in Thief himself was an ex convict. Who know may be that is what all this guys need in their resume for their next thief operation, uups I mean next post.

Could this be the real reason that Obasanjo wants Wabara out of the way? Remember, Okadigbo was similarly removed.

Could we please get the names of all the people that gave or took bribes in this Obasanjo-Osuji-Wabara Scam.

My brother you are right about Osuji, the problem with the educated efulefu is they don't know when to ask for help. Even a new apprentice in Ariaria market knows that oga does not touch "awoof money". You send your boys to do the dirty business and if they are caught you deny sending them. Osuji was busy carrying Ghana must go around Abuja like a mugu, even the small boys in the department knew about the deal so I am not surprised Aremu heard about it. Then the greedy Wabara took nearly half the 55 million for himself right there in his sitting room, talk about incriminating your self. Tafa Balogun would have arranged for the money to be dropped off at some hotel and then send his boys to pick it up, but I guess Wabara does not trust anybody.

Osuji and Wabara acted like greedy amateurs, they could have consulted old hands like Nzeribe or Ararume. These two fada's could have rocked that deal with no problems, but I guess they don't want to share even a penny. Balogun was smarter he always sent his boys and he believed in "kill and divide", even now all they can do is freeze those bogus bank accounts but it won't be easy to tie them to him. Balogun also won't return any money, rather he will prefer the government seize it because if
